COVID-19 SAFE MANAGEMENT MEASURES [NEW]
30 May 2020


In line with the following Ministry of Health Post-Circuit Breaker Phase One advisory guidelines:
• Ministry of Trade and Industry (19 May 2020) [here]
• Ministry of Culture, Community and Youth (25 May 2020) [here]

The Evolution will be re-opening our premise on limited days for private worship only. We have received approval from MCCY to do so with management, precautionary measures and safe distancing measures in place.

In addition, Singapore government regulations stipulate that:
• no more than 5 households (and up to 5 members per household) may be on site at any given time for private worship;
• and weddings and funeral rites must be kept below 10 persons.

In-person services and activities are still suspended. Services will continue to be streamed on The Evolution Online and activities held virtually via online apps.

1. Safe Management

Staff & Volunteers will continue to Telecommute

a) ALL The Evolution staff and volunteers will continue to telecommute, except for the following personnel:
• Those involved with recording and live-streaming of services. This will be kept to no more than 5 persons on site at any given time.
• Those involved with facilitating private worship (i.e. Safe Management Officer, Entry Officers, Cleaning & Sanitizing Volunteers)

b) Where extraordinary on-site involvement for staff and volunteers is needed, Time-Limited Exemption will be applied for beforehand from Ministry of Trade and Industry.

Safe Management Officer (SMO)

a) A Safe Management Officer (SMO) has been appointed to oversee implementation of our re-opening systems.

b) The SMO will be assisted by Entry Officers who will be responsible for making sure that all private worshippers health and temperature check procedures are followed.

c) Further duties of the SMO are:

The SMO will oversee supplier / contractors that visit the church premise and ensure:
• staggered delivery and/or business interaction
• safe entry and safe distancing on-site

The SMO will supervise extraordinary situations (i.e. sick staff member, confirmed COVID-19 case, etc) on-site. They will ensure:
• proper confinement and/or evacuation procedures are carried out, along with recording and/or reporting of individuals to MOH.
• follow up disinfection and sterilisation of the church premise.

For Private Worship

d) Private Worship will ONLY be for members and regular attendees of The Evolution.

e) You will need to book a time slot the day before by 11:59pm. You can do so via The Evolution Telegram channel.
• You will need to clear an electronic Health Declaration Form without receiving any red flags (i.e. flu-like symptoms) before you can make a time slot booking.
• If successful, screenshot your booking confirmation and present it to the Entry Officer on duty.
• Please do not arrive any earlier or leave any later than your stipulated time slot.
• You will need to clear a temperature check administered by the Entry Officer; and scan and submit the Singapore government’s Safe-Entry Check In / Check Out on entry and exit.

f) The church premise will only be open for limited days and time slots to avoid group mixing with on-site personnel. Please refer to The Evolution Telegram channel for available days and time slots each week.

2. Precautionary Measures

Please do not come to the church premise if:

a) In the last 14 days, you have been issued a Singapore government issued Quarantine Order, Stay Home Notice or Leave of Absence.^

b) In the last 14 days, you have been in close contact* with someone who was issued Quarantine Order, Stay Home Notice or Leave of Absence.^

c) In the last 14 days, you have been tested or suspected of having COVID-19.

d) In the last 14 days, you have been in close contact* with someone who has been tested or suspected of having COVID-19.

e) You feel unwell or experience any / are on medical leave for flu-like symptoms (Difficulty breathing, Cough, Fever over 37.5°C, Loss of taste/smell, Sore throat, Diarrhoea, Body ache, Runny nose). Please seek medical attention immediately and take time to rest and fully recuperate at home.

^Penalty for an offence under Singapore government SHN and QO regulations is a fine of up to $10,000 or imprisonment of up to six months or both. *Close contact is defined as having spent 30 minutes with a person within a 2-metre radius.

3. Temperature & Health Checks

a) There will be temperature and health checks for ALL.
• For staff and on-site volunteers, this will be twice daily on entry and exit.
• For private worshippers, this will be done once on entry and supplemented with Safe-Entry Check In / Check Out. For details, please refer to Section 1 above.

b) Temperature & Health Declaration Form
• You will need to fill in an electronic form which includes questions on your travel history and contact history with COVID-19, current state of heath and temperature.
• If you have a fever or any flu-like symptoms, you will be asked to go home to rest.

c) Safe-Entry
• The Singapore government’s mandatory Safe-Entry Check In / Check Out has been incorporated into all our entry and exit procedures.

4. Safety of Church Premises

a) There will be regular disinfecting of church premise.

b) Points of frequent contact, such as elevator buttons and door handles, will be sterilised.

c) Hand sanitiser is provided at common areas.

d) Windows and doors will be open where possible for adequate ventilation. e) Precautionary Measures, Good Hygiene & Safe Distancing reminders are displayed throughout the premise, and will be posted from time to time on our social media platforms.

5. Good Hygiene and Safe Distancing

When at the church premise:

a) Wear a mask at all times.

b) Maintain 1 meter safe distancing between persons not from the same household.

c) No physical interaction (i.e. no handshakes).

d) If you are a private worshipper, please stay ONLY within the designated prayer area and follow any safe distancing measures indicated.

e) If you are a senior citizen, please avoid visiting the church premise. Feel free to contact us for any assistance or support that you might need: responseteam@theevolution.org

6. Contact Tracing Measures

a) Our temperature and health check system and attendance system for all church services and activities have been designed to include measures for ease of contact tracing.

b) Our CCTV security system covers all areas of the church premise, including entry points, storing footage for up to 14 days.

c) Should a COVID-19 situation arise, our response team will immediately be able to provide authorities with needed information.

d) You are encouraged to download Singapore's TraceTogether mobile app here.

7. Enhanced Measures for Teens and Youth

TO ALL PARENTS: The protection of our youth and your peace of mind is always our priority. As such, we have enhanced measures that are updated as the latest Ministry of Health and Ministry of Education guidelines are released.

Post Circuit-Breaker

a) Teens and youth are NOT PERMITTED to serve in any on-site ministry capacity. They may only serve in ministries that allow them to telecommute.

b) Teens and youth will be discouraged by their connect group leaders from any in-person interaction with each other.

c) Should any teen or youth refuse to comply with the above measures and their connect group leader is aware, that leader will immediately inform a parent / guardian of the situation.

Pre-Circuit Breaker

a) The Evolution has been closely monitoring and implementing Ministry of Education guidelines since the start of the COVID-19 crisis. For example:
• 7 February 2020, we suspended any large communal activities.
• 20 March 2020, we implemented measures to reduce the frequency and duration of small group meetings and limited mixing of groups.
• 3 April 2020, we suspended ALL in-person activities and have since been conducting activities virtually using online apps.

a) Voluntary Stay-away Measures: When in-person church events or activities were permitted, connect group leaders were instructed to be vigilant. If aware that a member under them was unwell or had flu-like symptoms or had returned from travel to an affected country, leaders immediately asked that member to voluntarily stay-away from ALL in-person contact with ANY church members. This was a voluntary measure implemented by The Evolution to ensure that everyone, including teens and youth, were as protected as possible.

8. Contingency Plans

We have multiple levels of contingency plans ready to be implemented as the COVID-19 situation changes:

LEVEL 1: No personal contact. Church services and activities will ONLY be online.

LEVEL 2: Decentralisation of service into smaller groups. For example, we will meet in small groups* to watch The Evolution Online together.

LEVEL 3: In-Person Service. We will continue to have service so long as attendance* is within Ministry of Health advisory guidelines. The Evolution Online will be available to everyone who is unable to attend service because of flu-like symptoms, Singapore government mandated LOA, SHN or QO, or contact with anyone on Singapore government mandated LOA, SHN or QO.

*Group size will be adjusted as Ministry of Health updates its advisory guidelines.

9. Emergency Response Team

The Evolution’s Emergency Response Team will monitor the COVID-19 situation closely, updating our protocols as advised by the Ministry of Health and relevant bodies.

PREPAREDNESS TO DECENTRALISE EASTER WEEKEND AND / OR GO FULLY ONLINE

In light of the ever-changing COVID-19 situation, and Easter weekend fast approaching, The Evolution has decided to prepare our church for two contingencies:

(1) decentralise our Easter services to keep all our meetings below 150 persons, and / or

(2) go fully online the moment need arises.

This is a voluntary measure that our church is undertaking.

• Ministry of Health guidelines (as of 20 March 2020) are that gatherings and events should not exceed 250 participants from now until 30 June 2020. Additionally, we have been implementing relevant Ministry of Education enhanced guidelines as they are updated (latest update was 19 March 2020).

• Despite the heightened attention to safe distancing, we anticipate that The Evolution may continue to see a significant increase in attendance, especially of non-regular attendees, over Easter weekend.

• As such, we believe that preparing our church to decentralise and / or go fully online are our responsible courses of action during this period.

DECENTRALISATION OF EASTER WEEKEND
Instead of our usual big day services over Easter weekend, the plan will be to decentralise into smaller groups instead.

This will allow us to practice adequate physical separation and limit mixing of groups.

On Good Friday [10 April 2020]:
Multiple youth small group meetings in separate locations (group size < 20)

On Saturday [11 April 2020]:
Easter Youth Hang, 1:30pm @ The Studio (group size < 50)
Easter Play Production 2050, 7:30pm @ CoH Auditorium & Roof Terrace (for young adults and adults; group size < 70)

On Saturday [25 April 2020]:
Happy Belated Easter! Service & Play Production 2050, 3pm - 5pm
(attendees will be capped at 120, excluding operations crew of < 20)

Precautionary Measures such as disinfection, and temperature and health checks will continue at ALL decentralised meetings and activities, which you can read about here.

CHURCH WILL GO FULLY ONLINE
This option will apply to both Easter weekend and to all usual services and activities whenever the need arises. For example, if Ministry of Health mandates it or when the leadership team assesses it to be prudent.

In this scenario, church will continue but with NO in-person meetings:

• Everyone will watch service from their own homes via The Evolution Online. You can read about this here.

• Small group meetings will be conducted virtually using online apps (i.e Skype or Zoom).

• Church will shift between levels of contingency plans as the COVID-19 situation requires.

DOING OUR PART
In closing, we want to encourage church members not to be disappointed with the possible deferment of Easter weekend. This is an opportunity to deepen our definition of connection and serve others in our community. Church is still going strong, we are just doing ‘together’ in new and adaptive ways.

LAUNCH OF THE EVOLUTION ONLINE
12 March 2020


In light of the continuing COVID-19 situation, members and friends who can’t make it to church in-person can now interact with each other using the THE EVOLUTION ONLINE platform.

The reasons we are launching The Evolution Online are:

(1) Preemptive, in the event the situation escalates and in-person services are no longer possible.

(2) Protection of our youth and Peace of Mind for parents. We recognise the heightened attention, concern and news reports over large scale gatherings, especially cases linked to religious gathering clusters.

(3) Platform for members who are unable to come to services, say due to being asked to voluntarily stay home due to flu-like symptoms.

• The Evolution Online is an extension NOT replacement for in-person services. The Evolution still believes in the Sabbath—which includes meeting together to worship God. But, we also believe in social responsibility at this time, especially for the most vulnerable in our communities.

• Our hope is that some of the amazing service life, attitude and atmosphere that is loved in our church will be captured in our online meetings.

IF YOU ARE A PARENT,
We want you to know that your child’s safety and well-being is always OUR PRIORITY.

• We have great precautionary measures in place not only for entry into church services, but church activities in general, and enhanced measures for youth which you can read about in Section 7 of our COVID-19 Safety Measures here.

• Our precautionary measures fully comply with MOH’s advisory and are constantly revised with the most updated changes. We have also implemented guidelines from both Business Federation of Singapore and the Ministry of Education.

• We will continue to assess the situation moving forward and consider your peace of mind in running our services.

COVID-19 PRECAUTIONARY MEASURES

Important updates to Ministry of Health Advisory Guidelines:

20 March 2020: All events above 250 are suspended, and non-critical activities must be deferred and critical activities scaled down. This will be in effect till 30 June 2020.

24 March 2020: All religious services are suspended, and gatherings outside of work or school must to be limited to <10 persons with safe distancing. This will be in effect till 30 April 2020.

These changes have been accounted for in The Evolution’s Easter plans and COVID-19 Precautionary Measures.

1. Precautionary Measures
In line with the Ministry of Health’s advisory guidelines:

a) Church is suspending in-person services and limiting gathering sizes to <10 (where applicable) until further notice.

b) When church in-person services and activities are permitted, please do not attend if: 

a) In the past 14 days, you have travelled to Hubei and / or a country(s) mandating a Singapore government issued Quarantine Order or Stay Home Notice upon return. No participation in church services / activities for 14 days from the day of your return or until Stay Home Notice [SHN] or Quarantine Order [QO]^ has ended (whichever is later).

^Penalty for an offence under Singapore government SHN and QO regulations is a fine of up to $10,000 or imprisonment of up to six months or both.
b) In the past 14 days, you have had close contact* with someone who has travelled to Hubei and / or a country(s)* mandating a Singapore government issued Quarantine Order or Stay Home Notice upon return.

No participation in church services / activities or in-person contact with other church members** for 14 days from the day of last contact, or until Quarantine Order has ended (whichever is earlier).

**No in-person contact with other church members is an in-house enhanced measure that The Evolution is undertaking.
d) You feel unwell or experience any / are on medical leave for flu-like symptoms (fever, sore throat, cough, runny nose and shortness of breath).

Please seek medical attention immediately and take time to rest and fully recuperate at home.
No participation in church services / activities or in-person contact with other church members** until symptoms have resolved and medical leave has ended (whichever is later).

**No in-person contact with other church members is an in-house enhanced measure that The Evolution is undertaking.

Services are live-streamed every week via The Evolution Online..
You can still participate in service virtually, even if you cannot be with us in-person.

2. Temperature and Health Checks
a) Before entry into service
There will be temperature and health checks for all.

• You will need to fill in an electronic Health Declaration form which includes questions on your travel and contact history,
and current state of heath.
• Ushers will administer your temperature check before allowing entry into the church premises.
• If you have a fever or flu-like symptoms, you will be asked to go home to rest.

b) During Service
• If you are unwell, please proceed to “Medical Care Room” (Meeting Room I) located at the back of the auditorium.
• The Medical Clearance Officer on duty will assist you with getting medical attention or getting home.

c) On all other days, temperature and health checks are done TWICE daily.
• You, along with our staff and any visitor, will need to complete temperature and health checks before entry into our premise
and when leaving.
• If you have a fever or flu-like symptoms, you will be asked to go home to rest.

3. Safety of Church Premises
a) There will be disinfecting of church premises pre and post service, and on weekdays.

b) Points of frequent contact, such as elevator buttons and door handles, will be sterilised regularly.

c) Hand sanitiser will be provided at common areas.

d) Windows and doors will be opened after services and activities for ventilation.

e) Precautionary Measures, Good Hygiene & Safe Distancing reminders are displayed throughout the premise, will be posted from time to time on our social media platforms, and talked about at church services and activities.

4. Safe Distancing
a) Non-critical activities will be deferred and critical activities scaled down.

b) Physical separation will apply to seating arrangements at services and activities.

c) Holy Communion is suspended.

d) Members will be reminded in services and activities to avoid physical contact (i.e. handshakes), and reduce duration and proximity of physical interactions.

e) Senior Citizens have been asked to avoid all in-person services and activities. You will receive assistance whenever needed, in setting up and learning how to use your The Evolution Online account.

5. Enhanced Measures for Teens and Youth
a) In line with the Ministry of Health and Ministry of Education guidelines, since 7 February 2020, we have suspended any large communal activities.

a) In line with the Ministry of Health’s advisory, since 20 March 2020, we have been reducing the frequency and duration of small group meetings and limiting the mixing of groups.

a) When needed, in-person small group meetings will be conducted virtually instead using online apps (i.e Zoom).

a) Connect group leaders have been instructed to be vigilant. If aware that a member under them is unwell or has flu-like symptoms or has returned from travel to an affected country, leaders will immediately ask that member to stay home to rest and voluntarily stay-away from all in-person contact with any church members. This will ensure that everyone, including teens and youth, are as protected as possible.

e) We will continue to update these measures and implement further safeguards as necessary.

6. Contingency Plans
We have multiple levels of contingency plans ready to be implemented as the COVID-19 situation changes:

LEVEL 2: Decentralisation of service into smaller groups. For example, we will meet in groups of 20 - 50* to watch Church Online together.

Church Online will be available to everyone who is unable to attend service because of flu-like symptoms, Singapore government mandated LOA, SHN or QO, or contact with anyone on Singapore government mandated LOA, SHN or QO.
